The Small and Medium Companies and Cooperatives Directorate follows up the status of the SME and cooperatives sector with a view of identifying and eliminating barriers for enhanced development of entrepreneurship, proposes, implements and coordinates measures and activities for systematic development of entrepreneurship by means of promotion, education, informing, professional assistance, providing and allocation of financing, establishing of institutional support, introducing of innovations and harmonization of legal regulations; stimulates mutual connecting of small business operators, as well as their connecting with major economic operators;

follows up the effects of economic system instruments and proposes their harmonization; designs economic policy measures and reviews their impact to development and operations of small entrepreneurship and in particularly of small and medium companies and cooperatives;

proposes and organizes upgrading of entrepreneurs, follows up the statistics of small entrepreneurship, as well as its development trends; carries out professional activities related to harmonization of regulations with the EU regulations; proposes and implements measures of promotion of international cooperation, export and investment in small business operators, cooperates with other central government bodies, local and regional self government units, professional and scientific institutions and representatives of entrepreneurs with respect to preparing and implementation of incentive measures and carries out other activities within its scope.

The Small and Medium Companies and Cooperatives Directorate prepares drafts of laws and other regulations within the competence of the Directorate, provides expertise and interpretations with respect to application and implementation of laws and other regulations; follows up and proposes amendments to regulations, prepares drafts of intergovernmental agreements within the competence of the Directorate;

carries out administrative procedures and administrative control in administrative matters within the competence of the Directorate, unless the said activities or part of the activities are not, pursuant to other regulations or this Regulation, in the competence of other internal organizational unit or administrative organization within the Ministry; follows up the application of laws and other regulations and provides for its enforcement.
